Low air
I had a similar problem, and replaced the air governor. I couldn't do it
myself, because of the location of the governor, so I had a local shop do it for me (wasn't cheap). I had them relocate the air governor so if I ever had to change it again, I could do so in about 10 minutes. The air governor itself was only about $30 (it's a Bendix part)...it was the labor that broke my wallet. My BB would only air up to about 30-40lbs, and wouldn't go any higher....and it was intermittent. Not even enough air to release my brakes. A few forum members advised me that the issues might have been the air pump "unloader". Fortunately, it was the air governor not the "unloader". That R&R looked a little tough for me also...not much room to work on the air pump on my PT. Good luck...if your Governor is accessible, I'd replace it and see what happens.
