From experience, I would check the exhaust to turbo pipes. Sounds like one of them has developed a leak if it is totally gutless at take off but seems ok when up to speed. Look carefully at the flange areas inside the clamps that hold them to the exhaust manifolds. You may have to loosen the clamps and remove the pipes to check the flanges. A good truck parts house can supply flange extensions to replace the bad ones if that is it. The pipes themselves are VERY hard to locate, even used. Don't ask how I know.
