Fluorescent fixture
Ernie I have the same thing on 6 of my lights. The company "potted" the
starter with some kind of brownish substance which is starting to liquify
and runs out. Dont let it get on your upholstery or you wont get it out.

I would suggest you not use the light unless you want it to start dripping.
