Generator Won't Start?

Generator Won't Start?
I called Mike to find out he had a 4 cyl gas genset.
Told him about the checking the spark and using some
starter fluid. He has since tried that without results.
Any ideas?, Timing issue?
Maybe flooded, he said he smelled gas, pull the plugs and
clean them, try again?

Bob, chewing up and swallowing my diesel check list.
