89sp telescoping steering stuck

89sp telescoping steering stuck
When I first bought this rig last year, Itried the telescoping wheel
and it worked(dont remember if I moved it up or down). I havent been
able to move it since. I removed the two blake covers around the
coulmn but still cant get it to budge either up or down. I know about
loosening the hub, counterclockwise to adjust, and clockwise to tighten
any help will be welcomed

Pry off the top of the steering wheel center (the part with the horn
button in the middle, leaving the indented-black knob surround), you
will see the mechanism beneath it. It is possible that the nut came
loose and the lock mechanism stop somehow got rotated out of position.
The wheel center should turn freely when in the loose/telescope
position.

Hi ED,

In addition to Jeff's suggestion,
Be careful with the yellow horn wire, It is very short, the push on
wire tab connector is easily bent,
Then the horn blows making left/ right turns.
We and especially other drivers, did not like this intermittent horn.
