Even though it is 100 miles further south Tucson normally averages a little colder than Phoenix due to higher elevation.
The weather forecasts for the citrus growers generally talk about how far below freezing the temp is expected to go and how long it will stay there i.e. an hour at 30 degrees wouldn't be as likely to cause a problem as 4 hours at 28 degrees.
I think the Bird is well enough insulated to be pretty safe in either location.
