I would think that's correct, but as my coach has separate thermostats for each, I'm not sure how you'd go about getting both on with a single controller. On mine, I just turn on both thermostats. I will say that the location of the sensors is not optimal, so things short cycle and that can cause some of what you're experiencing. There are several ways to work around that.
