Running/Driving Lights came on while hooked up to shore power

Silly question but is the switch shorted internally? Is the relay involved stuck, burned, or have a broken spring? The Running/Driving lights were on. The dash switch was in the off position. I located the fuse in the outside panel, pulled it and they went off. Put it back in and they went back on. I fooled with the dash switch and it seems to work ok. Have the fuse out for now and the smell of burnt electrical is gone. ?????? San Antonio until Christmas
