Then maybe a test of the linkage causing the amp draw would be to disconnect the
linkage then check to see if operating the solenoid will draw the 40 amps it
does now.

then, operate the genset with the shut of linkage opened manualy, ;selonoid
removed from setting but connected to + and- ;; wait to see if the solenoid
will lose its signal disconnected running

then repeat
manualy open the shutoff linkage , remove the solenoid completly, put a test
light on the input to the solenoid, run the gen set and wait for the signal to
disapear.

these test should prove issue. Novice mechanics replace clutches that were
only out of adjustment and assumed that the replacement of the clutch was the
fix.

40 amp might be the result of a bad solenoid , a hard chore, weak connection etc
