Bendix cruise control
Morning Bill:
There are 2 valves mounted on or near the control unit. I would suspect one of those are sticking from time to time on you for the high idle. Since your cruise is working the cc-5 is working and that is in drive but when in N the air should be metered from those valves to the inversion valve and conversely the cc-5. Back up a step or 2 from the cc-5 and see what you come up with is where I would start.
