I had a similar problem recently; turned out to be a poor connection
at ignition switch which in turn prevented fuel pump (above front of
fuel tank) from working. Vibration over time had caused loose
connection to scorch a bit. It would start if voltage was in the 14V
range but not below. Installed new wire and connections to ignition
switch solving problem. There is another solenoid on frame behind
curbside battery slide you might also check, which connects to main
starter solenoid.
