					The DMV clerk is probable young enough to have never heard of anything 
				
				
				
			less than a 17 digit VIN#. Ask the clerk to take it to a higher authority within the DMV. I experienced the same thing registering our 1974 Bird, and it was already registered in the same state...clerk had to be informed by a higher (older) authority. Good luck.
