Here's the story: When switching from drive to neutral, roughly every
third time give or take the transmission will shudder a bit before
going into neutral and the "check trans" light will come on. Pressing
the "test trans" button causes the light to flash a code 32.

This happened to me on the way home from buying the coach at Mr.
Oliver's in Texas. An Allison licensed shop in Montana (Interstate)
diagnosed it as the reverse solenoid getting pressure when it
shouldn't. They tested the external wiring harness and found no
shorts. Did not have parts on hand and I needed to get home so I drove
the bus home as-is and brought it to a shop here. Cost me $400 for
diagnosis.

As of Friday, local shop has replaced the reverse solenoid, filter &
flushed/refilled the trans fluid. Cost me $1000 including extraction
and repair of two seized bolts on the trans pan. Problem still exists.

I'm going to take it back to them, but does anyone have any idea
whatsoever on this one before I sink several grand into more
diagnostic labor? Seems to me it should be straight forward; I know
when my car sets an engine code, it's just, "Replace part x." I'd
imagine the built in diagnostics on my transmission would be just as
smart, would they not? This one is getting frustrating and expensive
fast.

I have no idea of your problem but also being the owner of an 86 8V92 PT40 with
a 5 speed Allison I am very interested in what you find out. Please keep us
posted and good luck.
