My father inlaw (deceased) placed old rusty tools is some fluid and
soaked them for a few months to remove the rust. He was known to be
pretty cheap (a good thing) so he probably used something saved from RV
maintanence. Any ideas of what it may have been? Brake fluid, ATF or
diesel fuel? Someone left my favorite wrenchs out in the rain :-)

Bob, I have found several products that are great for rust removal. The best
ones are
not cheap. Evapo-Rust is probably the best but cost around $20.00 a gallon.
However,
if you want to get out cheap, buy some Naval Jelly at your local hardware store.
Cover
the rusty spots with the jelly, let the tools sit overnight then clean them with
a cloth and
water. Don't forget to dry the water off or the rust will re-appear.

I use pool acid. It's cheap and available at any pool supply. Takes only
a few minutes. Rinse the tools off with water, towel dry (or air
compressor). Use WD40 to coat the tools and wipe that off. Be careful
with the pool acid.

Hi Bob,
Others have answered the question of getting the
initial rust off; but I'll bet your father-in-law
soaked them in turpentine (just as my dad and gramps
did)... now to keep rust from re-appearing while in
your toolbox.
Place among the tools in the toolbox, a couple of
sticks of the old-fashioned black-board chalk you may
remember your grade school teacher using.
